How to build a geocities

I have a client that wants me to create a site that allows people to sign up and create their own websites { choose template, choose categories, upload photos, and enter content}

Where would you start?
Would you use an open source script,
like www.subdreamer.com
or Mambo backend, mamboserver.com/
or build it from scratch with Pure PHP Upload & File Genie PHP?

Build it from scratch and using Pure PHP Upload and File Genie PHP gives you more flexibility. Most of the time clients agree with a plan that fits a open source project. But when the customer wants more then you get stuck.

My experience is that if you code the whole project yourself, you are better able to make sitewide changes.

Why would you develop this in PHP? I think that ASP.NET and ColdFusion even more have the capabilities to set up a portal like this.
