MX: MYSQL, displaying txt documents, template

I want to open .txt documents (uploaded by users) that will display on template pages. Hyperlinks on MYSQL recordset pages are ready to go (but have "no path to travel" just yet!)

What is the best, meaning most "hands off" way to display txt documents (that may contain contact info in the form of hyperlinks, email hyperlinks, etc) on or within the template page? I would like to be able to forward documents from one user-type to another as well by way of a link, while too applying a counter so that I can track how many documents have be submitted and by whom(ID), the date, time, etc..

Can a template be applied to a txt document. How would the text itself be applied to template region?
