Problems connecting to Oracle via ASP

I'm Trying to connect to an Oracle Database via a standard DSN connection with dreamweaver. I get the following error when i try:
[Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on SQL_HANDLE_ENV failed
Im running IIS on a Windows 2000 server, and using Microsoft's Oracle ODBC driver version: 2.573.6200.00
Oracle Client version 9.2
I have no problems connecting to the Database via SQL Plus from the server.
Any help is greatly appreciated.
