I am back with more questions.
I've been searching and searching how to do this, but I am still clueless. I am trying to create a window on my page, on top of an image, that will have text inside. The problem is I want this window to match the image size, but all the text doen't fit inside the image size. So what I need is to have a scroll bar on that text window, so I can still put the amount of text I need without it going off the image.

Is it a popup window you want?

It is just a regular window,but I figured it out. It was actually very simple, on the layer property inspector in the overflow you choose scroll, or auto. That way whatever text flows out of the layer window is scrollable.
