hi..can somebody please help me.i have 2 questions here.
1.i'm building a party planner site that allows users to calculate their budget for the party according to categories such as balloons,food,clowns, gifts and so on.each categories has its own weight, for example,balloons 10% from the value of the budget,clowns 20% and so on.now,users have to specify how much they want to spend and the site will calculate the budget for them according to the weight of each categories.let's say,a user has USD1000 to spend.so the site will calculate how much he will spend for every categories for him.the output will look something like this:

Budget Amount:USD1000 <- entered by the user
Balloons:USD100 <- calculated by the site
Food:USD400 <- calculated by the site
Clown:USD350 <- calculated by the site
Gift:USD150 <- calculated by the site

so how to build the site?

2.about allowing users to upload images from their machine to the site's database.i just want a simple form to enable users to upload their images.maybe a simple code will do.does anybody knows the code?
