Hello,I want to start using asp through dreamweaver mx my isp uses windows nt server and microsoft sql 2000 server
and i am on windows 98 with a pws if i use this and upload will the pages work or do i need to upgrade anything or get a different pws on my computer.
any answers will be most appriciated

It will work fine, pws works just as IIS all be it a cut down version.
As for your choice of DB, you could pay your ISP to use the SQL 2K service and use that DB or you could go for MySQL that is free (and usually supported) or MS Access.
It all depends on the sort of site you intend to build, for example I have used access for simple personal sites in the past. I use My SQL most of the time for small business solutions and for anything of any size I go for sql 2k.
