I'm making a web site where you can search for vehicles that are for sale. When a user looks for a vehicle, they will have the option of selecting the make, model, year, etc.. All that works fine. What I want to do now is add a dropdown for "region" which will be a required field.

Some people tell me that I should split the regions by Area Code and some say by City. Is there a method out there that programmers use? Maybe unique city codes exist kind of like country codes?

I'm located in Montreal, Quebec (Canada) so I'm planning to have just Quebec regions for now and then add Ontario and maybe other provinces later on. So I need a design that I will have no trouble updating later on and I won't have to change any tables or anything.
