Essentially I followed the directions that I received for installing the upgrade and when I try to install the 2.1.3 update it appears to start but then where the usually the agreement would come up it just does nothing for ever.

I was able to install the add on update just fine. I thought maybe there were some conflicts with previous versions so I uninstalled those and tried installing the upgrade. I also tried save the files to my computer instead of running them from the server and running them from my drive. All were failures.
