html- does it cache if i create a page normally without the cache meta tags browsing with ie ?

asp- apparently these pages never get cached, ok but if i am looking with ie doesnt it cache images itself within the pc in the cache?

are we talking local caching by the users browser or caching on an enterprise level with a caching server or appliance?
