The cleanest way to do it is using CSS, as the navigtion bar will stay perfectly still.
However, this CSS technique is not fully cross-browser and it is not documented very well.
You can see it in action at: www.projectseven.com/mxvision/fixednav/fixedbar.htm.

Another way to do it would be by using my Persistent Layers extension, which is available from DMXzone at www.dmxzone.com/go?2822.
However, some "flickering" can't be avoided this way, because the navigation bar needs to reposition itself upon scrolling.

And you can use frames of course...
