Configure HOW?? Mail exchange server and Jmail on

I have an .asp page that relies on Jmail application, which resides on our Microsoft IIS 5 server. The IIS server sends the mail to our Microsoft Exchange 5.5 server. All of the mail that is destined for recipients within our domain is delivered successfully. Unfortunately, the email addresses addressed outside or our domain are not being delivered and are causing and error on the send_email.asp

The error is:

jmail.SMTPMail error '8000ffff'

The message was undeliverable. All servers failed to receive the message

/helpline/send_email.asp, line 290

I have been told that I need to configure our exchange server to become enabled to accept mail from our web server. I would think that would be the case since some of the mail is getting in and out. My administrator for the mail exchange is at a lost as to what check for next. The account address, which is listed as the sender of the email, is set up as a complete SMPT Mailbox in the exchange server.
Does anyone have any suggestions on how to do this? I know fiddly doodles about the exchange server.

Dear Don,
Hopefully the Exchange server was setup by default to stop email relaying, which would cause the problem you are having - if your "administrator" does not know what to do next, I humbly suggest you hire someone who actually knows what the hell they are doing - <img src=../images/dmxzone/forum/icon_smile_wink.gif border=0 align=middle>
