how to do "rollover texts"?

i am wondering how to do rollover text (actually, i have no idea what this effect is called)
i know how to do roll over images but i think it is less efficient for make a nav bar

Here is an example, look at the left side please

see when your mouse go over the text links, ie: "Programmes," the whole table cell is highlighted

Another example here

the same effect for the site's navbar at the bottom

The "rollover text" you mentioned can be accomplished one of two ways: with cascading style sheets (CSS) or, of course, with Flash. Flash is overkill here. Go to www.download.com, and download WebFerret. It's an good research tool you will fall quickly in love with. Once it's installed, plug in "CSS" or "cascading style sheets" as keywords and you will get hundreds if not thousands of links, many of which are sites that give good intros to cascading style sheets. they may seem abstract at first, but once you play with them a bit, they will not only make your sites more attractive, they will also make your life as a developer a lot easier.
