I too find that the CSS-wizard thingy in UD is just too "wizardy", i want more flexibility and ease of use so i can easily manage my stylesheets.
Maybe this isn't THE solution to all of your CSS problems, but you could go to www.bradsoft.com and give their TopStyle a try. It's a very comprehensive collection of CSS tools, wich i personally find easy to use and more customizable than the DW interface.
And, the great thing is: There is also an extension for DW that you can download at their site, so you can easily double-click on the CSS-style you want to edit from WITHIN DW and launch the TopStyle editor in a floating window.

TopStyle is far and way the best way to work on CSS. You'll love being able to adjust the level and see what styles aren't supported in other browsers. Worth every penny.
