Pretty straight forward question. I have 13 tables that are going to have to be able to talk to one another (php "join" script). Is this possible with UD and PHAkt Extensions..?

You have two options:
1.When you create the recordset choose advanced and edit the query in order to join tables
2.QuB for PHAkt is an InterAKT product that help you to create complex queries in visual mode that have many features.
It allows visual query creation for MySQL/PostgreSQL and Access. QuB can also be used with UltraDev.

Though Cirstoiu didn't mention it, QuB is also a commercial extension, and an excelent one at that!
