You can make a script that will read all photos (images) from certain folder. You wouldn't need to use database. Such goal would be harder to accomplish then one that involves usage of DB and it would certanly be slower.
If you are unexperienced with server-side scripting and you don't want to use DB, better make photo album using static HTML pages.
