Table-Border Problems!!!

I am having trouble getting a table to snap into place on a page on a 1024 X 764 resolution screen. The main table is supposed to extend the entire height and width of the page. The table itself is black and the page background is white. On an 800 X 600 screen the table black extends the entire height and width of the page but on a 1024 X 764 it leaves a small gap between the right and bottom edges of the table and the screen. But when you refresh the page it snaps into place. I can’t figure out why this is.

And here’s the page I’m modeling the site after. This one snaps into place from the beginning. I have spent much time going through the HTML and I can’t figure out what I’m doing wrong.

ps. someone told me that some browsers do this and it is therefore a browser, not design issue. However, this link above takes you to a similar page that doesn't have this problem. Thank You.<font face='Verdana'></font id='Verdana'><font size=2></font id=size2>
