PHP as CGI question

I'm using UD with the PhaKT extension, using PHP and a MySql database. I'm
on a shared Linux server, and PHP is called as CGI. So, each PHP page must
have something like "#!/usr/local/bin/php" as the first line on the page.
The only problem is that when I do that, it totally screws up the look of
the page in design view. Two questions:

1: Is there a way to get UD to "ignore" the php string?

2: Is there a way to "define" to initial page template so that the string is
already there?
