INCLUDE vs DW template

I received a bunch of template files for a new company intranet design. The files include a folder called "include". These are HTML files for the nav bars found at the top of the pages. I don't really know how INCLUDE works. But when I do a search on the template files, there is no code like <!-- #include file:"../../../Templates/xxx.html"> looking for these "include" files. So why do they have these "include" files?
Also, isn't this the same thing as using a DW template? Why would I use an INCLUDE instead of a DW template? Not sure what program they used to create these templates, so maybe that has something to do with it.
Can anyone enlighten me on this subject, please?

I can't tell you why they haven't putted includes in pages itself. Maybe they gave up or were preparing to include them.
Includes are much better then templates.
1. After updating template you must upload all pages that uses them. After updating Include file you need to upload only file itself.
2. Templates are dependent of program you created them with. Includes (SSI) are not.
