Site not working right with Netscape

I need some help! We recently redesigned out site using DW 4 and I keep getting e-mail messages from Netscape users telling me they can't read our menus (if you go to www.pendleton.usmc.mil -- on the left hand side you'll see what I mean. It's a military site, I promise, not some freaky site I want you to look at.)
I am not real good at design, so I need some basic advice as to how to make my site compatible with Netscape. My boss uses Netscape from home, so I can't avoid it. Thanks for any help you can give!

Well, this is partly because you're linking event to object (like &lt;td&gt<img src=../images/dmxzone/forum/icon_smile_wink.gif border=0 align=middle> that Netscape doesn't recognize as capable of handling event.

What I suggest you, is to encapsulated &lt;td&gt; content within layer (with div tag), and set the event on them. It'll be both browser compatible, and much better design.
