Beggy, The answer is complex for a beginner. If you design your ''page' width to be say 1024 px then this is termed a 'fixed page layout'. People with monitors smaller will not see all your page and those with larger monitors will have white space on the right. You can center your page by using 'auto' in the left and right margins of the top most container box.
There are other methods - liquid design' - which means using % widths instead of fixed pixel width's or 'elastic design' - which means using ems as your widths and font sizes, which means that people can display the page in larger or smaller fonts and everything scales proportionally. For tutorials etc google 'CSS liquid design' or "CSS elastic design'. Have fun.
